Singapore Visa Photo Requirements

Two application routes, two different photo files

Singapore’s visa application can be submitted two ways, and the photo requirements differ between them. The e-Service digital upload has its own accepted file format and its own maximum file size, set out in ICA’s own visa-application user manual [3]. The paper application route, submitted through an Authorised Visa Agent or a Singapore Overseas Mission, instead requires a printed photo on a matte or semi-matte finish [1], physically affixed to the application form [7]. A photo prepared for one route is not automatically valid for the other.

Background, colour, and printing

The photo background must be white, with a matt or semi-matt finish [4]. A new coloured photograph is required for every application — an old photo, even a compliant one, cannot be reused [1]. Head gear or attire appearing in the photo must be dark in colour so that it stands out against the white background [2]; for the same reason, the paper application route’s guidance is to avoid plain white clothing [6].

Expression, eyes, and glasses

The facial expression must be neutral, with the mouth closed [2]. Eyes must be fully visible, looking directly at the camera, with the face shown at full frontal view [2]. Spectacles are permitted only with clear, untinted lenses that keep the eyes clearly visible, and contact lenses must not be coloured or produce red-eye [2].

Head coverings and shoulders

A head covering is not accepted unless it is worn in accordance with religious or racial custom, and even then the facial features must not be hidden [4]. Shoulders and hair must both be fully visible in the frame [2]; the paper application route adds that hair must not fall across the eyebrows or the eyes [6].

Common reasons a Singapore visa photo is rejected

• The photo has been digitally altered or enhanced, including retouched facial features [1].
• The image is not clear or sharp — it is blurred, pixelated, or distorted [2].
• The image has been flipped, so details such as hair parting or a mole appear on the wrong side compared with the applicant’s actual face [2].
• The photo was taken with uneven brightness, shadows on the face, or under direct lighting [2][6].
• The applicant took a selfie instead of having someone else take the photo, against ICA’s own guidance [1].
• Spectacle frames cover part of the eyes, or the lenses reflect or glare [6].
